padding: 0px; text-align: justify; line-height: 150%; text-indent: 0px; -ms-layout-grid-mode: char; -ms-text-autospace: ideograph-numeric; -ms-text-justify: inter-ideograph;">三、投标人资格要求施工标段：本次施工招标要求投标人具有国内注册独立法人资格及有效的营业执照，在人员、设备、资金等方面具有相应的施工能力，并同时具备下列条件：1、具有国内独立法人资格及有效的营业执照。2、投标人满足以下①、②、③任意一项要求即可：①根据《住房和城乡建设部关于印发建设工程企业资质管理制度改革方案的通知》（建市〔2020〕94号），投标人应具备建设行政主管部门颁发的公路工程施工总承包乙级及以上等级资质（资质应在有效期内），若投标人未办理、变更上述资质，则需具备建设行政主管部门颁发的公路工程施工总承包三级及以上等级资质（资质应在有效期内）。②具有交通运输行政主管部门颁发的公路养护工程二类乙级及以上资质（资质应在有效期内）。③具有交通运输行政主管部门颁发的路基路面养护乙级及以上资质、桥梁养护乙级及以上资质、交通安全设施养护资质（资质应在有效期内）。3、具有有效的安全生产许可证。4、有效的基本账户开户许可证或基本存款账户信息。5、投标人在国家信息中心主办“信用中国”网站（www.creditchina.Gov.cn）查询是否有失信记录，即截止开标当日评审时未被记入失信名单。6、在国家企业信用信息公示系统（http://www.gsxt.gov.cn/）中未被列入严重违法失信企业名单。本次招标不接受联合体投标。<p style="background: rgb(255, 255, 255);
