二、申请人的资格要求 2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People''s Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）扶持中小企业政策：本项目是专门面向中小企业（含中型、小型、微型企业，下同）采购，评审时小型和微型企业产品不享受10%的价格折扣。（2）扶持残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies:(1) Support for SMEs policy: This project is specifically aimed at the procurement of small and medium-sized enterprises (including medium-sized, small, micro enterprises, hereinafter referred to as SMEs), and during the evaluation, products from small and micro enterprises do not enjoy a 10% price discount. () Support for welfare institutions for the disabled, treating them as small and micro enterprises.
(c)本项目的特定资格要求：3.1须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；3.2未被列入《信用中国网站》（www.creditchina.gov.cn）失信被执行人名单、重大税收违法案件当事人名单和“中国政府采购网”（www.ccgp.gov.cn）政府采购严重违法失信行为记录名单。3.3须具有卫生行政部门核发的《医疗机构执业许可证》；3.4本项目不接受联合体形式响应；
(c)Specific qualification requirements for this program:3.1 Must be a legal person or an unincorporated organization established in accordance with the law within the territory of China (this project does not branch companies participating in procurement activities in their own name); 3.2 Not be listed on the list of dishonest persons in the "Credit China Website" (www.creditch.gov.cn), the list of major tax violations and the list of serious dishonest acts in government procurement on the "China Government Procurement Network" (www.gp.gov.cn). 3.3 Must have the "Medical Institution Practice License" issued by the health administrative department; 3.4 This project does not responses in the form of consortia.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
